Subject: [PATCH] remove dead feature code
LIRC_CAN_SET_REC_FILTER and LIRC_CAN_NOTIFY_DECODE flags were removed
in linux 5.18 as no driver implemented those features.
Drop the dead code dealing with that to fix build.
