linux (Allwinner aarch64): update .config for 6.15.4

- add RTL8192DU
- set THP to madvise
- cleanup .config by dropping H616
- increase tick rate to 300 Hz
- enable kernel based RTW88_8821AU and RTW88_8812AU
- enable kernel options IP_SET and NETFILTER_XT_
- enable CONFIG_IPV6_MULTIPLE_TABLES
- CONFIG_IPV6_MULTIPLE_TABLES tidy up not set CONFIG
- enable kernel options CONFIG_IP_NF_RAW and CONFIG_IP6_NF_RAW
