Use clang-format as the default sketch formatter.

- Bumped `clangd` to `14.0.0`,
 - Can use `.clang-format` from:
   - current sketch folder,
   - `~/.arduinoIDE/.clang-format`,
   - `directories#data/.clang-format`, or
   - falls back to default formatter styles.
