Revert "KNX: Added config option for broadcasting current time to KNX bus. (#10654)" (#10874)

This reverts commit cadd797200e339e165dbeff152169e4f4d716e2d.

As discussed within #10708 we should chose a different implementation. Therefore we should revert this change to avoid a breaking change.
