Merge Whirlpool tests into a parameterized test (#136490)

* Use fixtures in config flow tests for Whirlpool

* Keep old tests; new one will go to separate PR

* Merge Whirlpool tests into a parameterized test

* Address review comments

* Remove uneeded block wait calls
