Migrate NSW Rural Fire Service integration to async library (#29181)

* use async integration library

* adapted unit tests

* removed unused constants

* relocated constants

* simplified generation of new entries

* small code fixes

* increased test coverage and removed unused code

* fixed comment

* simplified patch code
