Add support for Bosch BMP280 Sensor (#30837)

* Implement support for Bosch BMP280 Sensor

* Fixed linting errors

* Fixed case of the requirement RPi.GPIO so it is ignored in requirements

* Update homeassistant/components/bmp280/manifest.json
