kernel-headers: bump versions, remove deprecated, new deprecated

Bump 3.{0, 4, 6}.x stable versions
Add new version 3.7
Remove deprecated 2.6.{37, 38, 39} versions.
Mark 3.{1, 3, 5} as deprecated to follow upstream EOLs.
